Miho Funamori is associate professor and strategy manager at the Research Center for Open Science and Data Platform at the National Institute of Informatics (NII) in Japan. She makes policy analysis on the world trend of higher education and scholarly communication and gives advice on strategic decisions within NII and beyond. She is called to seminars to lecture on e-journal issues, research data management and policies, research assessments, and other issues universities face in the 21st century. She has authored “Recommendations for Research Data Management at Academic Institutions” (2019) and “Guideline for Drafting University Research Data Policy” (2021) on behalf of AXIES, which is a society of CIOs at Japanese universities. Now, after having drafted the institutional research data management of NII, she tries to provide it as policy template to all Japanese universities.
Having worked for ten years at the headquarters of the University of Tokyo giving advice to the administration, she specializes in international higher education policy and university management and is knowledgeable in the higher education sphere domestically and internationally. She has been Board Director of FORCE11 from 2019 to 2022—a community to discuss the Future of Research Communications and e-Scholarship.
Prior to joining the academia, she worked at the Office for International Cooperation, Ministry of Education, Culture, Sports, Science and Technology (MEXT) and Science and Technology Unit, Mitsubishi Research Institute.

He studied library and information science at the University of Tsukuba and is interested in social institutions related to knowledge sharing. Dr. Shinichi AKAIKE joined the Science and Technology Agency in 1992, and experienced various positions including First Secretary (Science Attaché), Embassy of Japan in Sweden; Director, International Exchange Promotion, Science and Technology Policy Bureau, Ministry of Education, Culture, Sports, Science, and Technology (MEXT); Assistant to Deputy Director-General, Center for Research and Development Strategy,
Japan Science and Technology Agency (JST); Professor of Institute of Innovation Research at Hitotsubashi University; Senior Analyst, MEXT. He was appointed as Director, Science and Technology Foresight Center, National Institute of Science and Technology Policy (NISTEP) from April 2016 to March 2018, and was promoted as Principal Senior Fellow, NISTEP in April 2018. He is interested in making linkage between policy formation and academic studies in Science, Technology, and Innovation Policy.
Sameer Puri is STM’s India Consultant since July 2023. Based in Delhi, India, he acts as the primary point of contact as the STM Secretariat for the India Chapter and provides support for engagement with key stakeholders in India. He coordinates closely with STM’s strategic committees and coordinates additional STM initiatives, providing insights from India.
He is an entrepreneur who founded SPUR Infosolutions in 2016, a firm which provides managed support services and solutions for the publishing industry in the Indian subcontinent.
Sameer holds an engineering degree specializing in Information Technology from NMIMS University, Mumbai.
Antonio Loprieno is Professor of History of Institutions at the University of Basel, Switzerland. He assumed the Presidency of the European Federation of Academies of Sciences and Humanities, (ALLEA) in May 2018, after having served as Rector of the University of Basel, President of the Swiss Rectors’ Conference, and President of the Swiss Academy of Science and of the Austrian Science Council. He studied Egyptology, Linguistics, and Semitic studies at the University of Turin in Italy, and then taught at various European and American universities, including the University of Göttingen (Germany), the University of Perugia (Italy), and UCLA (USA).
His basic research is in the area of Egyptian and Semitic linguistics, ancient history, and cultural studies, particularly the interface of language and culture in ancient Near Eastern civilizations. But as a consequence of his service in academic leadership functions, he has become increasingly involved in higher education studies, science communication, and science advice. Currently, he also presides over the Science Advice Programme for European Academies (SAPEA), which is the academic arm of the EU Science Advice Mechanism (SAM).
Nettie Lagace is the Associate Executive Director at NISO, where she is responsible for facilitating the work of NISO’s topic committees and development groups for standards and best practices and working with the community to encourage broad adoption of this consensus work.
Prior to joining NISO in 2011, Nettie worked for a library software vendor, where she served for 11 years as project training librarian and product manager. She holds a M.I.L.S. from the University of Michigan.
Mr. Zhe Chen (James Chen), Deputy Director, Digital Development Center, China National Publications Import & Export (Group) Co.Ltd. (CNPIEC), vice president of ZTKX technology company, who is in charge of innovation, academic relationship and digital related business of CNPIEC, including digital publications importing, digital product development and scholarly service. He has led a number of research projects for China Association for Science and Technology (CAST) on Chinese journals development and OA development.
He collaborated with the Scopus team to establish the “Scopus China Academic Board” which was formed by a group of outstanding scholars and journal experts to screen excellent Chinese journals and help them streamline the process of connecting with Scopus. He is a key project member of the Open Science Promotion Consortium which was initiated by CAST in 2022, He has been involved in the entire process from the initial planning phase to the execution phase.
Dr. David Flanagan is Senior Director, Data Science in Wiley’s Research organization.
His most recent focus involves leveraging generative AI in publishing and thinking about its potential, positive and negative, for research integrity.
Previously he was general manager of Wiley’s cheminformatics products, including the award-winning machine learning retrosynthesis tool ChemPlanner. Prior to that, he was Editor-in-Chief of Advanced Functional Materials. He earned his Ph.D. in Polymer Science and Engineering from the University of Massachusetts Amherst.
Prabu Desikan, currently the Regional Director (South Asia) for IOP Publishing, has extensive global experience working in Sales & Business Development roles with leading publishers like Proquest/Bowker, Wiley etc.
An Engineer by background, and an MBA, his work has enabled him to work with libraries in the US, Canada, Middle East, and India, for over 20 years, which has enriched his experience and learnings.
His strong belief in customer-centric solutions, be it a product, service, or technology, has guided him to provide key feedback and strategic directions in the organizations he has served. He believes this forum will be a platform where he would be able to contribute by bringing regional insights and nuances while discussing open research and its direction.
Anne Ruimy has a Ph.D. in Ecology and 15 years of experience in the publishing industry, specializing in open access and open science.
She joined EDP Sciences in 2018 as senior publisher, responsible for the development of a portfolio of journals in physics and mathematics. She manages a mix of hybrid journals, native OA journals, and journals transitioning to open access.
She has led the transition of 6 mathematics journals and an astronomy journal to open access under the Subscribe to Open model.
Finally, she coordinates a program of science publishing masterclasses, training Ph.D. students and young researchers in all aspects of scientific writing, reviewing, and publishing.
