STATEMENT: STM welcomes trilogue agreement on Artificial Intelligence Act

STM salutes the leadership shown by EU policymakers in their efforts to introduce the world’s first AI playbook and finalise the political negotiations on the Artificial Intelligence Act.

Comment from STM CEO, Caroline Sutton:

The principles around transparency obligations and respect for copyright rules for general-purpose AI are particularly timely, in a moment where everybody in the publishing industry and beyond is grappling with the technology and striving to make innovative and responsible use of it. STM published its own principles in 2021, which we’re glad to see broadly reflected in the AI Act. We look forward to working with EU policy-makers and stakeholders in the coming months and years for the successful implementation of this groundbreaking legislation.

New white paper launch: Generative AI in Scholarly Communications

Today, STM released a new white paper — Generative AI in Scholarly Communications: Ethical and Practical Guidelines for the Use of Generative AI in the Publication Process. A followup to AI Ethics in Scholarly Communication which STM released in April 2021, this new publication is a resource for stakeholders in scholarly publishing and addresses the increasingly significant role of Generative AI (GenAI) technologies.

The paper looks at the ethical, legal, and practical aspects of GenAI, highlighting its potential to transform scholarly communications, and covers a range of topics from intellectual property rights to the challenges of maintaining integrity in the digital age. The paper provides best-practice principles and recommendations for authors, editorial teams, reviewers, and vendors, ensuring a responsible and ethical approach to the use of GenAI tools.

A clear path for research data sharing

Recognizing the critical role of research data in advancing open science and research integrity, STM, DataCite and Crossref have joined forces to issue a joint statement aimed at guiding the scholarly community in effective research data sharing. This statement is an update to the Joint Statement from STM and DataCite from 2012, recognizing that there has been significant progress since — but also that there is still much work to do.

While the volume of data continues to increase exponentially in the current research environment, the consistency around the sharing of research data is lacking — yet it is essential. To this end, this joint statement formulates 12 recommendations for all stakeholder groups that will help to address this critical gap.

It offers a common framework for sharing research data for key stakeholders across the research community: researchers, publishers, funders, data repositories and policymakers — offering a means to advance a more open and collaborative research environment.

“This collaboration isn’t just about sharing best practices; it’s about shaping a future where research data sharing becomes the norm, not the exception,” said Hylke Koers, CIO, STM Solutions. “Our goal is to cultivate an environment that champions reproducibility, integrity, openness, and fairer research assessments. We eagerly anticipate the advancements and collaborations this new era will bring.”

STM Integrity Hub launches new research integrity tool

Pilot program will detect duplicate submissions that may indicate paper mill activity

Oct. 12, 2023 – THE HAGUE, Netherlands. STM Solutions today announced the launch of a pilot program to detect duplicate submissions to scholarly publications. Submitting the same manuscript to multiple journals simultaneously is, in most cases,  against publisher policies and often indicates the work of paper mills, which produce and sell fraudulent research.

This workflow, part of the STM Integrity Hub, represents the first time duplicate submissions can be detected across different journals, publishers, and submission systems while upholding robust confidentiality and privacy standards. IEEE, IOP Publishing, ACS Publications, Taylor & Francis, Sage, and PeerJ are among the publishers who have already signed on.

“The journal ecosystem is very siloed in nature, which has been exploited by paper mills and other bad actors spamming journals with identical, often fake manuscripts,” Hylke Koers, CIO of STM Solutions,  said. “The duplicate submissions workflow represents a milestone in collaboration between academic publishers, marking the first moment that we are able to automatically detect duplicate submissions across different publishers and editorial systems. We expect more publishers and journals will join this pilot soon, which we expect  will evolve into an important tool against systematic misuse.”

The STM Integrity Hub, which was founded by STM members and developed by STM Solutions, safeguards research integrity by allowing publishers of all sizes to share data and experiences and offering a variety of tools to identify and respond to materials that violate standards. Most recently, in April, the Integrity Hub released the MVP of a paper mill detection tool designed to flag several indicators that suggest a manuscript originated from a paper mill.

Tony Alves, senior VP at HighWire Press and chair of the Duplicate Submissions Working Group, expressed excitement about this pivotal move to eliminate publishing misinformation. “It is fulfilling to see that the industry has come together to tackle the challenges of misinformation and fake science by building a collaborative infrastructure that flags suspect material early on in the publishing workflow. Much hard work went into defining policies and procedures that safeguard confidentiality and protect research interests while screening for duplicate submissions, and I am happy to see we are now moving into this phase.”
