OMB’s proposed Uniform Grants Regulation draws heavy engagement
The U.S. Office of Management and Budget’s proposal to overhaul the Uniform Guidance—recasting it as a government‑wide “Uniform Grants Regulation” (UGR)—continues to generate significant concern across the research community. The 29 May proposal would vastly reshape requirements governing the award, oversight, and termination of federal grants. Stakeholder engagement has been substantial, with the public docket already receiving tens of thousands of submissions ahead of the July 13 deadline and many organizations urging and providing resources to support responses.
STM has issued a statement opposing the changes and we’re continuing to build on our growing collection of resources designed to help members comment by the deadline of July 13, including a recently-added toolkit. Access the members’ resource center here (login required).
STM is also reaching out to Congressional offices urging them to oppose the regulation and organized a letter that more than 160 scientific societies and journals recently sent to Congressional appropriators. The issue was raised at a recent Senate Hearing, where the nominee for OMB Assistant Director faced tough questions on the regulation from some Senators. Other Senators agreed with the nominee’s claims that money should only go to President Trump’s priorities.
