STM Submits Comments on U.S. AI R&D Strategic Plan

STM has submitted formal comments in response to the U.S. National Science Foundation’s call for input on the 2025 National Artificial Intelligence Research and Development Strategic Plan. Our response emphasizes the critical role of high-quality, peer-reviewed research content in building accurate, trustworthy AI and calls for strong standards and protections to support responsible innovation.

Key recommendations include:

  • Prioritize quality in AI training data: AI tools should rely on peer-reviewed, corrected, and up-to-date scientific literature—especially the final Version of Record—to reduce bias and misinformation.
  • Strengthen oversight and transparency: Rigorous human review, traceability, and clarity on sources are essential for AI outputs in science to be trusted.
  • Support a functioning licensing ecosystem: Copyright and licensing frameworks already enable ethical AI development and must be respected to maintain quality and sustainability.
  • Promote cross-sector collaboration: Initiatives like the STM Integrity Hub help ensure that publishers, policymakers, and developers work together to uphold research integrity in the AI age.
