STM Comments on OMB proposed revision to Guidance for Federal Financial Assistance July 2026

In May, STM published a statement expressing concern about the Office of Management and Budget’s (OMB) proposed rule on federal financial assistance and its potential implications for research funding, scientific communication, and the broader innovation ecosystem. Following extensive consultation with members and a detailed review of the proposal, STM has now submitted formal comments to OMB outlining significant concerns regarding provisions that would weaken independent merit review, constrain the communication of research results, restrict lawful international scientific collaboration, and undermine the systems that enable federally funded research to generate public benefit with integrity.
