Ralf Schimmer

Dr. Ralf Schimmer is Wiley’s Senior Director of Government Partnerships and Public Policy, covering Europe and Germany. In this role, his focus spans EU copyright, AI regulation, and open access policy, working closely with industry bodies to shape policy affecting research and scholarly communication, and supporting Wiley in building, expanding, and maintaining relations with government and other policymakers.

Previously, Ralf served as Director of Scientific Information at the Max Planck Digital Library, where he led the organization’s strategy for more than two decades and helped drive Germany’s leadership in open access research. He has a social science background with a Ph.D. from the Free University of Berlin.
