New report: Phase II of China’s Excellence Action Plan for STM Journals

STM consultants Shuai Yan, Mark Robertson, and Eric Na have published a detailed report on Phase II of China’s Excellence Action Plan — the largest national initiative in Chinese scholarly publishing, now supporting 13 journal cluster pilot projects with 45 million RMB in annual funding.

Phase II has a clear ambition: a publishing ecosystem built in the public interest, with China’s STM journals among the world’s top tier by 2035. The report profiles each of the 13 funded clusters, covering the organisations and publishers involved, the journals included, and the digital platforms being developed. It also identifies emerging trends shaping China’s scholarly publishing ecosystem: consolidation and scale, technological transformation, internationalisation, and growing open access activity.

The report was shared this week at the PubTech Conference and STM APAC Conference in Beijing, where STM joined partners and peers for two days of conversation about the future of scholarly publishing in the Asia-Pacific region.
