James Chen

James Chen is Director of the Periodicals Import Center at China National Publications Import & Export (Group) Co., Ltd. (CNPIEC), overseeing the import of international scholarly resources, academic partnerships, and open science initiatives. With deep expertise in international scholarly publishing, he previously served as Head of Secretariat of the Scopus China Advisory Board, where he established China’s journal pre-screening mechanism and drove a 100% growth in Scopus-indexed Chinese journals over six years. He also served as Head of the Secretariat of the Open Science Promotion Consortium (OSPC), playing a critical role in the consortium’s formation and operations, and spearheaded the partnership with the Directory of Open Access Journals (DOAJ) to establish the China OA Journal Pre-screening Office, advancing open science implementation in China. In 2025, he was appointed Wiley Open Science Ambassador.
