STM response to NIH Strategic Framework May 22 2026.docx

In March 2026, NIH released a “Framework for the NIH-Wide Strategic Plan for Fiscal Years 2027-2031 (FY27-FY31),” outlining three priority areas for NIH to “advance its mission to support research in pursuit of fundamental knowledge about the nature and behavior of living systems, and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability.” NIH also solicited input regarding the framework and how best to build a strategic plan around the articulated priorities and goals.

STM believes that our members are important partners in advancing the priorities and the goals outlined in the Framework. Our submitted response emphasizes the need for support for publishing and planning for the sustainability of scholarly communication infrastructure.
